af359f83fc Exclude lightrag/api/webui from pre-commit hooks. 
- Added .gitattributes for webui files（exclude it from git dfff)
- Excluded webui from trailing-whitespace hook
- Excluded webui from end-of-file-fixer
- Excluded webui from ruff-format hook
- Excluded webui from check-manifest hook
